Abbreviations: ch = chain. sc = single crochet.
Directions:
Ch 7 or 8 stitches. Join.
First round: Make 14-16 sc through the circle. You may have to crowd the stitches over to make room for that many in the circle.
Second round: 2 sc in the back thread of each stitch from the prior round (make 3 sc, if you want a more dramatic ruffle).
Continue in the manner for as many rounds as you want, stopping one round short of your final width.
Last round: sc in the back of every other stitch from the prior row, with ch 3 between each stitch. This makes a lacy final round.
